GHMC & HMDA

A quick search of the Real Estate market will bring you to two regulatory organizations, GHMC (Greater Hyderabad Municipal Corporation) & HMDA (Hyderabad Metropolitan Development Authority).

What is GHMC?

Hyderabad Municipality Board in 1869 was the first civic body during the era of Nizam, which used to focus on street lights, sanitization, water supply, and roads.

This body was again transformed in 1933 into the Hyderabad Municipal Corporation with a more systematic and thorough approach. Again, after Independence, several changes were made to the city when it became part of the Indian Union in 1948.

By 2007, 12 municipalities were merged into the GHMC Greater Hyderabad Municipal Corporation by the state government, which marked a turning point in urban governance in the city. The city area expanded to a massive 625 sq. km covering neighboring districts like Ranga Reddy and Medchal.

GHMC plays a crucial support in Hyderabad’s urban development,
providing that the city runs smoothly and meets the needs of its growing population. GHMC also plays a crucial role in shaping Hyderabad’s future, planning for growth, and ensuring the city stays vibrant as one of India’s top metropolitan hubs.

Roles of GHMC

GHMC is responsible for managing the city of Hyderabad and smooth functioning. The key responsibilities are

Urban Planning & zoning:
GHMC decides how different the areas should be used whether for residential, commercial, or industrial purposes, and providing balanced development.

Building Approvals:

Before the construction of buildings, we need GHMC approvals For safety standards, zoning laws, and other regulations.

Developments & Maintenance:

Construction and development of roads, flyovers, sweages, and infrastructure are the responsibilities of GHMC to improve it.

Public Health & Sanitation:

The top priorities of GHMC are Waste Management, garbage collection, and sanitation drives.

Property Tax Collection:

The revenue funds for the development and maintenance come from the tax collection from residential and commercial property owners.

Traffic Management:

GHMC helps to regulate traffic within city limits in collaboration with traffic police.

Disaster Management:

What is HMDA?

HMDA (Hyderabad Metropolitan Development Authority) was established in 2008 for comprehensive and organized urban growth in response to Hyderabad’s rapid growth.

It was established by the Andhra Government (Now Telangana) it has replaced HUDA(Hyderabad Urban Development Authority). HMDA strives to provide balanced and sustainable development across the metropolitan region which also includes the surrounding districts like Ranga Reddy, Medchal, and Sanga Reddy.

The city of Hyderabad was experiencing rapid population growth and infrastructure expansion. This surge resulted in traffic congestion and unregulated development. To address these challenges, the authority created HMDA to provide more effective guidance for urban development.

Functions of HMDA

The major responsibilities of HMDA are:

  • HMDA is responsible for the planning and development of master plans.

  • In the metropolitan area, HMDA ensures that the land is suitably allocated for residential, commercial, or industrial development.

  • HMDA is Responsible for Regulating the land acquisition for buildings, townships, etc.

  • Restorations of roads, public amenities, movable properties, and mortgages

  • HMDA is also responsible for the approvals of town planning.

  • HMDA collaborates with many other government departments and agencies for developmental initiatives.

  • HMDA handles real estate development, ensuring that it meets regulatory standards and aligns with the larger goals of metropolitan developments.

  • HMDA also encourages farmers to participate in land pooling schemes to facilitate urban development planning in the city.

GHMC VS HMDA

Both GHMC and HMDA are critical for Hyderabad’s urban development.

  • GHMC focuses within the city limits whereas HMDA covers not only Hyderabad but also the neighboring districts like Ranga Reddy, Medchal, etc.

  • If you are planning with the building approvals within the city then the GHMC is responsible. HMDA focuses on land use approvals.

  • GHMC manages the municipal needs of the city, Long term urban planning is handled by HMDA.
