A major fire broke out recently on the night of Diwali at a firecracker shop near Ramkot in Hyderabad, triggering panic among fellow shopkeepers. According to the Times of India News, the Telangana Fire Services Department took care of it later. Thankfully, there were no casualties, but the poor shopkeeper lost all the stock, and the damage was extensive. I felt bad for the shopkeeper.

In the other incident, a two-storey building caught fire where a husband and wife died and a 15-year-old relative was in casualty. It is said that the fire broke out due to a gas leak.

The GHMC(Greater Hyderabad Municipality Corporation) has specific Fire Services Rules & Environmental Norms to prevent fire incidents. And by applying the comprehensive safety regulations such as inspections, maintenance, of Fire Safety gears, and, more importantly, conducting drills according to Telangana Fire Services Rules, and getting well prepared for unforeseen circumstances.

Applying these Service Rules with safety standards can protect lives and assets and, more importantly, save residential and commercial infrastructures. The Telangana Fire Service applies Rules to areas like road distance, building height, exit plan, etc. Let’s learn more about the fire safety rules.

Fire Service Rules

National Building Code(NBC):

NBC guidelines were first published in 1970 and revised in 1983 and subsequently in 2005. In addition to ensuring public health and safety, NBC is the comprehensive building code that safeguards the overall health and safety of the construction. It is mandatory to adhere to the NBC rules for hotels, highrise buildings, educational spaces, residential buildings, commercial, storage spaces, and even hazardous buildings.

No Objection Certificate(NOC):

The Telangana Fire Department Service has some rules to follow to get a fire safety NOC for all buildings of the specified height or type (residential, commercial, shopping malls).

The process to apply for NOC is

  • Submit the online application form through the GHMC online portal (http://eghmc.ghmc.gov.in/).
  • After payment submit the application and the application will be seen on the dashboard of the department district fire officer.
  • The online system will allow the application to the zonal station officer.

    There are few norms for specific types of buildings for example for high-rise buildings specific roads with staircases dimensions:

  • Up to 15 meters: Requires a minimum road width of 9 meters.
  • Above 15 to 30 meters: Requires a minimum road width of 12 meters.
  • Above 30 meters: Requires a minimum road width of 18 meters.
  • Satir cases must be 1.5 meters wide for highrise buildings.
  • The occupants of buildings should be able to exit quickly and safely in case of an emergency.

Fire Safety Systems And Products

For early detection, rapid response, and evacuation, The Telangana Service rules play a crucial role in building safety by employing the products and solutions to detect, suppress, and mitigate the fire immediately.

Fire Alarm systems are the first line of defense like

  • Smoke alarms
  • Heat detectors
  • Flame Detectors

To control the fire we can use Fire Suppression Systems

  • Sprinklers
  • Gaseous suppression systems
  • Foam systems

Passive protection of Fire involves measures within a building with a slow flame spread.

  • Fire Dampers
  • Fire Resistant Material

Inspections:

The Telangana Fire Service Rules require regular inspections to ensure ongoing compliance, and officials should note and retain any deficiencies.

Emergency Signages:

Emergency response systems and signs should be provided, such as emergency exits and floor lights, and regular Fire drills must be conducted for the occupants.

Environmental Norms

Open Spaces:

The distance between plots and the building must be mandated for light, ventilation, and emergency vehicles to enter. For example, high-rise buildings need 6 6-meter setbacks on all the sides of the building.

Rainwater Harvesting:

With the change in the environment, we all have seen in the water scarcity. To overcome this water shortage rain harvesting is done and storing the rainwater recharges the ground water during the dry season. Also, it can be stored in the tank or can be stored in the artificial recharge system. This can be done for more than 300 square meters of land. GHMC also specifies the tank sizes and selected methods.

Green building standards:

The city is sizzling with high temperatures and to cool the inner spaces the Green Building Standards came up to promote sustainability and resource conversion and provide certificates by (IGBC). As a result, residents have a cooler indoors, Natural light, and ventilation that can save electricity bills.

Many residents in Hyderabad have adopted these green building ratings and many government buildings. Telangana Secretariat, Railway Stations, Rajeev Gandhi International Airport, and many private organizations like Capgemini, Dell, Waverock, and Inorbit Mall have also adopted these standards.

The IGSC has a set of rules that focus on getting certified in sustainability, energy efficiency, water conservation, and environmental quality.

Waste Management:

The waste management will be segregated by GHMC (Greater Hyderabad Municipality Corporation) for residential and commercial spaces. These must follow the TSPCB standards, including the composting of organic waste.

The GHMC established the Telangana Fire Service Rules for fire safety and environmental protection. To make more safer and more accessible for emergency responses. These norms can ensure Hyderabad’s development aligns with safety and sustainability.
